I have been building my own very simple themes using an inexpensive program called artesteer.
Bec or Ian probably know lots more places they seem to find the coolest free stuff.

Okay scratch the above, apparently regular WP themes will work with MU, though in THEORY it might not. Which means you can use or allow for use, any of the free themes in the wordpress repository. How it would be linked, is out of my realm of knowledge, me no geek.

In checking on my wordpress hosted blog, they only allow uploads of themes from their own selected list, in other words no direct access to the theme repository. At the moment, they seem to offer choices for about 80 themes.
They do not offer any plugin choices, for the free version, though there are extras that one can purchase.
Polls are free.
