HTML Templates vs WP Themes

So I’ve bought a few themes, from places like ThemeForest, but I always notice that they have HTML Templates that are like, way cheaper.

Being a frugal sort, I was wondering exactly what does an HTML template do?

Some of them sure seem better looking, styling, than the full blown wordpress version, but I am unsure just what the template is for

Is it to create a static version?

Or to simply supplant the pages that come with wordpress, or a theme, or well, what?

Yes, html is to build a static site. The theme version works with all the toys in the WordPress CMS functionality.
