Semi exclusive, is that the same as being a little bit pregnant?

"semi exclusive" is a widely used industry term that refers to selling a small number of licenses (usually less than 5 or 6) to a given set. That way, the content is exclusive to the handful of sites who purchased licenses, instead of being on every site on the planet, as is often the case with nonexclusive licensing.
