these are all productivity tools that are free and great for starting - or broke - webmasters. they're also pretty useful for experienced webmasters.
7-zip - really awsome unzipping utility - good BYE, winzip ;)
irfanview - not as pretty an interface as photoshop, but a truly good graphics program. and for photographers, it opens a variety of raw formats - more than other programs i've tried.
wordpress - probably the king of blog software.
media converter - it is an actual free video encoder, and pretty configureable, too.

IF you enjoy tinkering, with things like CMS or Blogs but want to see how themes or changes will look, I use WAMPS (http://www.wampserver.com/en/presentation.php) which simulates a server on your pc, it can be configured to match your actual server exactly, with mysql, php, etc. And it is Free.

Webbug is a great little free tool.

It lets you check server responses, you simply enter your URLs you want to check and it goes and check what responses your server gives out.
Its actually very important to check, more pages than you woudl think return the incorrect messages. Anything else than status message 200 might give you problem with any search engines.

Patti just found me this tool, its actually really good (once you configure it properly which takes a bit of fiddling around) and I used it for this forums sitemap (http://www.gaydemon.biz/sitemap.xml):

The free version allows you to do a sitemap with up to 400 pages. But its definly worth the $19.99 for the full version.
