I logged into topbucks today and found their TOS now have the following:
1.3 Prohibited Countries: Due to excessive fraud attempts, TBAS does not allow webmasters who reside in the following countries to participate in our program: Albania, Armenia, Azerbaijan, Belarus, Brazil, Bulgaria, China, Costa Rica, Croatia, Czech Republic, Estonia, Georgia, Hungary, India, Indonesia, Israel, Japan, Jordan, Kaliningrad, Kazakhstan, North Korea, South Korea, Kyrgyzstan, Latvia, Lithuania, Malaysia, Moldova, Pakistan, Philippines, Romania, Russia, Singapore, Slovakia, Slovenia, Syria, Taiwan, Tajikistan, Thailand, Turkey, Turkmenistan, Ukraine, United Arab Emirates, Uzbekistan, and Yugoslavia.
Do other programs prohibit webmasters from certain countries as well? We review every new webmaster and we end up rejecting almost all webmasters from those countries anyway, I wonder if it would be wise to just prohibit them all together?

yes, most programs do prohibit certain countries, and a lot of them are on the list you posted.
just in case anyone from those countries reads this thread, most programs will also make an exception if you have quality references.

hehehe...I didn't even notice that Brazil was on there. Funny that!
From my experience, its pretty obvious when you have a legit webmaster from one of those countries. Legit webmasters get in touch with you and are happy to provide you with their website info and other references. Fraudulent ones like to keep quiet and will never give you a reference!

You know... some programs will NOT allow you to participate EVEN if you are a legit webmaster for years... for example UGAS had and still has same TOS, I contacted them some 10 times and got refused... just because Slovenia is on that list... and by the way, that list hadn't been updated for 10 years!!
Those companies put that list 10 years ago and never ever went through it, and others just copied and paste it on their site.
So as far as that list goes IT SUCKS and it's OUTDATED and it makes me seriously ANGRY...:)

by having other programs give you testamonials that they have worked with you for a couple years and have found you to be a good egg.

CCbill has a list like that set as a default when you setup a new account. You have to manually deactivate it to allow any webmasters from those countries to join your affiliate program. And you can't selectively allow certain countries on the list without allowing all of them.
I think it may have been milivanili who emailed and asked us to allow him to join our affiliate when we first opened UKNM... so we had to deactivate that setting in the admin to allow him. Once you do that, you have to keep an eye on who else joins your affiliate program.

I think it wasn't me:)...
And that list sooooo sucks... there is no such country as Yugoslavia... so it just shows how old that bullshit of a list is.

Michael, I remember deactivating my ccbill webmaster program to allow someone back when we were using them. I hope you realise that once the affiliate joins, you can reactivate that feature to stop future affiliates from banned countries, without affecting those that are currently joined.

Yes I do find some of the countries on that list a bit of a surprise. Some shouldnt really be on there.

But for the most part, you aren't going to attract legitimate affiliates from these countries. Sure, there may be a few good ones but few and FAR between.

India is one of those absolutely f*cking brutal countries for affiliates, there is so much scam-tastic-ness to that place its unreal. Russia, on the other hand, has improved vastly in the last few years.
I don't know the rates but do you think that the scams from this country is so high to prefer to close a 1 billion user market instead of trying to sell them something?

They should let you in and remove Slovenia from the list considering how Slovenia is now a member of EU, and has pretty much adopted European standards equal to Italy, France, UK etc.. If they are going to ban Slovenia might as well ban Germany while they are at it.

This thread is about prohibiting affiliates, not customers.

Average Russian, Chinese or Indian citizens do not have credit cards nor much of a disposable income. Russia is changing fast so one day soon they may be a viable market for porn... but for now...
And I agree with boydollarsbrian, if a country is a member of the EU, they should be removed from the banned countries lists.
