If you didn't already know, there is a way to get the IP's of verified torrent users. Would you block them if you could?

Very few people here in the UK use a static IP address so I'm not sure it would be very effective.

Yup, very few with static IP. But I would definitly ban / block or do whatever you can against them.

UK computers/routers do have MAC addresses right?
I know a few sites that have been blocking torrent users for a couple years, one of which is in the UK, but as I've been asked not to discuss it publicly over the weekend (and I completely understand why) I wont go any further with it.
I will say that there are a couple ways to do it, one of which is very easy and requires no special software/coding for most servers, though you will need a torrent account and the ability to upload the torrent and post.
I don't currently block torrent users but after my sites relaunch I'll probably start doing it.
